I had the polarity backwards on the first guess.  Here's my new thoughts: 

Data Set A with ID set to "AJ________"

I'm not sure what the first 80 bits are, possibly header and position.  Notice
how they are indentical in both streams.
 
The next 60 bits are the 10 char unit ID, LSB first, 6 bits each.

Next thing to do is get some different positions!
