There have been some reports that the M7 Motorway in Sydney is about to bring in a time based speeding fine. That is, it measures the time your journey takes and issues a speeding fine if you exceed the average speed by more than 15%. I have just looked on their Web Site, and they are reporting that this is a hoax!
